Second Round of Funding Information

On January 15, 2010 RUS and NTIA announced the second and final round of broadband stimulus funding. These NOFAs made $4.8 billion available to community organizations municipalities, and private entities with innovative broadband proposals in urban, rural, and non-rural areas.

Perhaps the biggest change for Round II is the emphasis on anchor institutions and Comprehensive Community Infrastructure. RUS and NTIA have also given applicants more flexibility, allowing any applicant to apply to either BIP or BTOP, and taken efforts to streamline the application and award process.

Among the new implementations for Round II, RUS and NTIA have created a site to help potential applicants identify and form partnerships with one another, called BroadbandMatch which can be accessed through the BroadbandUSA portal. There is also a round of workshops scheduled in which potential applicants will be given the opportunity to ask RUS and NTIA staff members questions in person. Information on both contained below.

Released January 15, 2010, this document contains rules and guidences for the second and final round of funding. Highlights include a "Comprehensive Community Infrastructure" category for projects focusing on middle mile broadband projects and new or substantially upgraded connections to key community anchor institutions, the elimination of the online mapping tool and census block level of detail and granularity, as well as an overall reduction of required information and attachments for the initial application with consideration to the expert review and due diligence portion of the award process.

Highlights include new funding for satellite, technical assistance and rural library broadband projects, funding provided as 75/25 grant/loan combinations with applicants able to request more than 75% grant and rural applicants may apply directly to BTOP as well as a BIP focus on last mile with a BTOP focus on middle mile and comprehensive communities.

All eligible entities can submit information to be matched with potential partner(s), anchor institutions can be matched with providers, middle mile providers with last mile providers etc.
