This is the stage we are at. I have to build the internal manual for
handling lawful wire tap orders as is specified in (our) System Security and
Integrity plan (SSI). I am not a great writer but if anyone can share, I
will try and share what I can, not everything can be shared openly.

  You bet - the project is almost entirely dependent on that happening.
Anyone with either legal or technical knowledge, or willing to acquire
the same, would be very useful guiding the project direction and helping
work out the implementation.  Plenty of other folk can help out, too...
