  You bet - the project is almost entirely dependent on that happening.
Anyone with either legal or technical knowledge, or willing to acquire
the same, would be very useful guiding the project direction and helping
work out the implementation.  Plenty of other folk can help out, too...
eg. if you have a word processor and want to come up with some example
documents to keep calea records on, that would help just as many folks
(for which, see the requirements at
http://www.baller.com/pdfs/calea_regs.pdf ).
