This is exactly what service providers will need.  In particular,
Wireless ISPs who have small customer bases just cannot justify paying
a TTP thousands of dollars for setup and hundreds monthly on the off
chance that they might see a wiretap order come in.  I'm guessing that
most will simply put their heads in the sand and avoid this issue
until a couple of them end up being made into examples via large
fines.

Is there any support that service providers can provide to this
development effort at this stage?
