[OpenCALEA] standards compliance

Hello,

  I've read through that working document, which looks like it's now
been released as a draft ansi standard ATIS-PP-1000013.2007.  Is the
goal of OpenCALEA specifically to conform to that standard (final
version), or simply to meet legal requirements under CALEA?

  I'm not not great at OSI-7-layer-speak, and aren't reading between the
lines clearly.  Section 4.2.4 shows the A-PDU demarcation point to be at
layer 7 (application).  Does this mean that simply a compatible
sending/receiving application have to be in use, or is the intent that
you MUST use the ASN.1 definitions from Annex A?  Annex D lists 3
methods for CmC delivery, but I don't find the same clarity for CmII,
and I don't see anywhere that it has to use ASN.1 (plus, it looks like
ASN.1 is OSI layer 6).

  In either case (required or not), it might be worth using the ASN.1
definitions right from the spec.  I have no experience here, but I'd
guess it'd be a pretty straightforward task for someone that did to
setup the framework.
