Clueful help from someone Genuity needed

Genuity has "Assigned" a block to my client (an ISP) instead of "Allocating"
it.
I am having  problem getting through to someone at Genuity to fix this
issue.
If you are from Genuity and understand how SWIPs/ARIN work please email
off-line.
