Digging in warm climates

It seems like the backhoes are still active in the warm climates.  UUNET
lost a fiber tonight around Dallas/Forth Worth, and ATT had a cable cut
last friday near San Antonio.

Who is still planting fiber?  I thought Level3, Qwest and IXC(Broadwing)
had all finished their builds.  Is there a new one?
