ATT fiber cut in Sokie, IL

Frontier is telling us that there is an ATT (probably former TCG) fiber
cut in Skokie, IL.  This sounds like it might be the same TCG run between
Chicago and Milwaukee that was getting cut a lot a year or so ago.
Anybody have any more information?
