Operational: MAE-EAST outage

Many of our mae-east peers went down around 11:30 PDT, and didn't come up
again until nearly 12:30.  When called, MFS said that they had done
"scheduled maintenance", and replaced a "clocking card".  MFS ticket #210855.
Did anyone get notified?
