Internic contact?

Who do I speak to at the internic in regards to a root-server not foing
proper delegation for a domain? I called the 703.742.4777 #, and got a
nobody, who transfered me to the 'second level tech'. He must be sleeping,
cause they never answered the phone after abotu 30 rings.

HELP!
