Proposed charter/AUP for the mailing list

The NANOG program committee has come up with a draft charter/AUP for this
mailing list which is posted at http://www.nanog.org and is asking the
folks here at the meeting to make comments or suggestions. Based on those
comments and possibly some discussions on Friday afternoon, this list will
have a new AUP that Merit plans to implement very shortly.
