The document is not intended to serve as a charter, per se. It is
simply to codify remedies should a list member become disruptive or
otherwise require intervention. An introductory paragraph stating our
mission is likely worthwhile both on the website and in the final
policy document.

You are correct that that MLC is not strictly an enforcement
organization. MLC members wish to encourage useful participation and
steer conversation as necessary if it serves to benefit the community.

See above. :-) The MLC does not wish to be viewed as the "nanog
police" even though the photoshopped image of riot police that gets
passed around from time to time in reference to list policy
enforcement is rather humorous.

We have discussed thread summaries and light approach to trouble on
our conference calls and we all agree that it's the right approach.
Nobody is looking to play the role of a heavy-handed enforcer.
