I tend to think of the two in crude terms as:

NANOG = where are my packets going
inet-access = what to do with packets on departure/arrival

There's obviously some overlap, but as a crude way to think about where
an issue should be posted, it works reasonably well.
Let's be careful about defining other lists on nanog-futures.

More specifically, lots of people on inet-access are happy to discuss "where are my packets going". And, just to show that nothing ever stays the same, please note that the S:N on inet-access is many orders of magnitude better than NANOG these days. Oh, and the posting volume is much lower. (Think back to mid-90s and tell me if you ever thought you could say the previous two sentences with a straight face.)
