If you're talking about the hardship exception I mentioned
yesterday, than all the PC really has is the power to *ask*
Merit for a waiver.  And as srh mentioned, we can also ask
Merit to reimburse some travel expenses for speakers.

But these are something we ask for rarely, and Merit does have
the final say.
