After reviewing all the time wasted on this on nanog-futures, ISTM that
the fix is to make sure that anyone who might possibly (a) be asked or
(b) ask whether it is OK for a person to "just hang around" or "just
come in for a few minutes" know that the answer is to refer the question
to the program chair (PC), per the multiply-cited policy.
And that everyone agree that they will not argue her or his decision.
(OK, so that one was a bit too idealistic for this universe ...)
