NAP awards

FYI. Progress is being made. While the NAPs are important for
the interconnection of the very High Speed Backbone Network Service
(vBNS), other Network Service Providers (NSPs), other government
and foreign networks, they are not directly important to regional
networks such as MichNet. It is good that NSF has made these
awards so we can all get on with the next steps.
