Ann Arbor EPA

The Ann Arbor EPA is now connected to MichNet using one 56K
line to Ann Arbor and a router to support their two SCPs.
Previously the SCPs were linked using two separate 9.6K lines
to Detroit. This makes the Ann Arbor EPA an official MichNet
affiliate rather than a backdoor connection via WSU. The
business relationship is still a complex one with the Ann Arbor
EPA doing business with WSU and WSU doing business with Merit.
