network surcharges

It has been clear for some time now that Merit needs to review and
update the rates it charges for access from the surcharged commercial
X.25 networks Sprintnet, Autonet and Ameritech. Sometime ago Sprint
lowered their rates and stopped charging Merit for packets, but
we've never changed the rates Merit charges to reflect that.
What I'd hoped to do is to be able to drop the per packet or
per segment part of the Merit charges and keep the per hour
part the same. This would clearly be a rate reduction and I
don't think any users would be upset. However after some review
it is clear that doing something this simple would reduce the
total income that we receive too far and we would not bring
in enough funds to pay our bills to the external network providers.
So what we need to do instead is:
1) drop the per packet charges and per segment charges for
most classes of service (we'll keep it for some foregin
access),
2) increase the per hour charges somewhat.
These changes will result on average in a rate reduction, but
because we'll be reducing some charges and increasing others
the amount of reduction that individual users will see will not
be uniform and it might even be possible that a user that is on
for long hours but transmitts very little data might see this as
a (small) rate increase.
Because this isn't as simple as we'd hoped, we'll need to give
you and your users some advanced notice of the change. What I
propose is that we work out the new rates by Nov 1st and that
we put the new rates into effect on January 1st, 1994.
I'd also like to go ahead and revise the In-WATS charges for
Sprintnet and Autonet now.
Sprintnet Autonet
Current charges: $23.50/hr $19.50/hr
2.35/kpkt. 0.04/kchar.
Proposed charges: $12.60/hr $20.40/hr
Because the change is so large for Sprintnet I see little
need to give people advance notice and think we can go ahead
with these changes right away.
Please think about this and let me know what you think. Please
pass this inforamtion on to others at your organization as well. In
particular do any of you have contracts with external organizations
that are based on Merit's network surcharges? If you do, please
review those to see if these proposed changes will cause you
problems.

NETWORK USE SURCHARGES
Most MichNet dial-in is free, but some locations are charged. Use of the
Internet or NSFNET to access MichNet is free, but connections to MichNet
through other networks may be charged. This file lists Merit's rates
for those surcharged connections. These charges are in addition to any
long distance phone charges and/or costs for using the hosts you access.
This file also lists the usage charges for some other network services.
Network charges are often based on data traffic, or the amount of
information you send and receive. See the chart at the end of this
document for an explanation of data traffic units and measurements.

Data traffic is typically measured in either segments or packets. A packet
or segment represents a certain number of characters or until the end of
the line, whichever comes first. The maximum length of a MichNet packet is
240 characters. SprintNet packets are at most 128 characters. Michigan
Bell segments are 16 characters maximum. AlaskaNet segments are no more
than 64 characters in length. The chart below presents these values in a
more organized format.
