MichNet backbone circuits

As we work to pull together Merit's FY93-94 budget this is how
I'm thinking of changing the MichNet circuits. Let me know if
this does or does not look OK and if it does or doesn't do the
things we've talked about from time to time.
--Add a T1 circuit between East Lansing and Saginaw.
This completes a T1 loop and ties the east and west
sides of the state together well even if there are
problems in Ann Arbor.
--Add a 56K circuit between Marquette and Grand Rapids.
This backs up both Marquette and Houghton.
--Remove the 56K circuit between Ann Arbor and Houghton
(we still have the T1 between Ann Arbor and Houghton).
--Remove the T1 between WSU and Oakland. This leaves
Oakland with a Frame Relay T1 and a 56K link to Flint.
It leaves WSU with a Frame Relay T1 and a T1 to AA.
--Remove the 56K link between Ann Arbor and Flint. This
leaves Flint with a Frame Relay T1, a T1 to Saginaw,
and a 56K to Oakland.
There is still the possibility of T3 between Ann Arbor
and the EPA in Bay City, but that will depend on decisions
that the EPA has yet to make.
If budget allows, we might try to upgrade the 9.6K links
to Benton Harbor and Muskegon to 56K and we might think
about a backup 56K link to Traverse City, but this is
far from certain given our tight budget and some of
the other things we want to do (SCP replacement).
I'm not thinking about upgrades for either link to CMU
(Saginaw-CMU, East Lansing-CMU) from 56K to T1, since
CMU is a class III member and there are no affilites
with high speed connections via CMU.
Comments/suggestions welcome, but hurry, the budget is
coming together and it will be harder to make changes
in a few days.
