I agree that tracking down people takes time but if they are authorized,
you know who they are and if you can't reach them by phone, put a hold
on their authorization account.  I definitely agree that teaching
seminars, working with K-12, etc. is certainly time much better spent.
What about just posting a warning that dial in resources on that particular
PCP/SCP are being abused and if it isn't stopped, further action will be
taken.  It may be enough to inform the abuser(s) that they are affecting
others wishing to use the resources without having to spend alot of
time tracking them down.

I would love to see us move in that direction but I am not the one who
makes the decisions regarding when we will be spending money on purchasing
9600 baud modems for dial in.  I do understand that as soon as we get
some, they will probably be fully utilized.  I know several people
including myself who are holding off purchasing a 9600 baud modem until
we get 9600 dial in off campus service.  I suppose one of the things
which might have been prolonging this decision is that we already have
19.2K dial in on campus using the Datapath units.  There probably will
be many who will drop the monthly costs of the Datapaths in favor of
using 9600 baud modem on their existing phone lines in their office.
We will have to wait and see.  I do know that upgrading the current
dial in facilities to 9600 baud is on the list of things to deal with
but I don't know exactly when it will happen.
