It's evident that there is a wide disparity of views over
what constitutes "reasonable" use of the public lines.  Perhaps
a mixed solution could help -- maintain a number of lines with
no time restriction (or a long one) and maintain other lines
(different phone numbers) with restrictions that are identified
up front (e.g. 2 hour max connect).  Users of the unrestricted
lines could then compete with each other while users willing to
accept the restrictions would have a higer likelihood of getting
on.
