dial-in modems being held

I'm just speculating here.  Would a two-state solution be feasible?
By default, the modems could be used without authorization, but only
for a few hours.  Users who had a need for longer connections would
have to begin their connections with an authorization session; an
authorized connection would never drop, but it would be charged once it
ran longer than the cutoff time for a "free" session.
