SInce WSU serves as a modem pool for all of Michnet, we've been
seeing this for a while, especially on the Sterling Heights pool.
We get lots of complaints of busy signals. We have considered
implementing mdoem pools usable only by WSU folks and "stabilizing"
our existing modem pools for this reason.
We see the value of providing the Michnet-wide service, but we
also feel our primary responsibility to WSU.
