dial-in lines being held for "days"

Having a couple days to think about this and seeing the input from
other folks (good input, by the way) I agree with Mike the only
way we have been able to solve this in the past, is to provide
enough service that our users don't have to hold a line for days.
Its unfortunate that this service has become affordabe for our
users at a time when our budget has been reduced and limits our
ability to expand at a rate which would keep us ahead.
For the near term I think we just live with the problem, and possibly
get something out in the news media informing folks that were doing
our best with a limited budget.
