Back in November Mary Jac Reed at GVSU asked me a question that
I thought others might be interested in as well. Attached is

At yesterday's meeting, I spoke to Sarah and she said I
should direct this request to you.
I have been asked to write a policy for GVSU regarding
Internet access/sign-ons. I would like to have a current,
up-to-date understanding of what our Merit affiliate status
allows us to do and what it doesn't allow us to do, in the
way of offering Internet access to GVSU spouses, K-12 area
teachers, business contacts, and general community access.

As an affiliate there really aren't many restrictions on what you
can do. You can provide service to people who are associated with
GVSU (students, faculty and staff). Spouses would be OK too. You
shouldn't provide direct network access to people who are not
directly associated with GVSU unless they are obtaining computer
services from GVSU. It is OK for someone not associated with GVSU
to use MichNet to get access to a computer system at GVSU assuming
that it is OK with GVSU. This might be access that requires an
ID and password or it might be such as access to a BBS or
library that doesn't. You shouldn't give access to people who
aren't directly associated with GVSU to use the network to access
resources at other non-GVSU non-MichNet sites.
So K-12, business contacts and community access to resources at
GVSU is fine. K-12, business or community access to other
resources at MichNet members and affiliates is OK too. Access to
sites outside of MichNet by K-12, business contacts and community
access is not allowed unless those folks buy a Merit authorization
account (one-time $40 setup fee, $10/month for K-12 and $35/month
for everyone else) or become affiliates themselves.
There is a gray area here (probably several). If someone in the
community not directly associated with GVSU accesses a computer
system at GVSU and then from that system goes out into the
Internet, is that allowed or not? I've been telling people that
as long as they login with an ID and password to a GVSU system
then it is OK. Dial-in or other access from GVSU to non-MichNet
sites that doesn't require an ID and password should not be allowed.
The rules for members and affiliates are the same with the
exception of participating members (CMU and SVSU are the only
participating members now, all of the other member schools are
either full members or associate members on their way to becoming
full members). Participating members may not sell computing
services over the network to outsiders.
Hope this is more or less clear. If not, feel free to ask for
more information.
In the K-12 area Merit has offered to waive the affiliate fee
for a few schools for a year or two (some period that makes
sense given the K-12 school term) to let the schools and Merit
try out these connections and both learn what use makes sense
for K-12. Merit also has $20,000 in this year's budget that
can be used to help K-12 schools get started on network related
