Alma and CMU link upgrade

Alma College was linked to MichNet today. They have a 9.6Kbps link
to CMU using a pair of cisco IGS/R routers.
The link between East Lansing and CMU was upgraded to 56Kbps about
10 days ago. This is still a PCP to PCP link. The 56Kbps link to
CMU is our first circuit from Teledial. So far it has wso good.
