Phone scams up despite do-not-call registry

Complaints about unwanted phone calls from people registered on do-not-call lists are on the rise, and the poor economy is largely to blame, state officials say.
"I think it clearly is a symptom of the economy," says Indiana Attorney General Greg Zoeller, who adds that "predatory" telemarketers are more bold and victims more vulnerable in hard times.

Bogus offers to help with foreclosure or credit card debt have become more common, he says.

The Federal Trade Commission, which handles the National Do Not Call Registry, receives more than 100,000 complaints a month, according to statistics obtained through a Freedom of Information Act request.
