RtConfig + IRRd question

irrd 2.3.4 on freebsd
if i manually invoke /usr/local/sbin/irr_rpsl_submit -v with a gpg
signed message, the log says

i have checked by manually invoking gpg, and it knows the key. and the
key is in the database.
any clues on how to further debug?
