ok, by making irr_rpsl_submit suid root and making
tmp dir = /var/spool/irr_database
i can reduce the errors to
enter pgp_verify () env (/var/spool/irr_database/.gnupg)...
pgp_verify:gpg: WARNING: unsafe ownership on homedir `/var/spool/irr_database/.gnupg'
pgp_verify:gpg: can't open `/var/tmp/irrauth.nSr3KA'
pgp_verify:gpg: decrypt_message failed: file open error
i have been uable to find perms that make gpg happy while allowing
access.
and still that whining about /var/tmp
