Packet filters again

@RtConfig pkt_filter is an inbound filter based on the source of the
incoming packet.
Is it possible to filter based on destination?
I'm starting a new exchange point. The peers, never having done this
before, are all nervous about someone else screwing up and routing
traffic outbound through them. ISP A needs to know that a packet from B
is destined for A, not being carried by A out to the 'net.
Clues appreciated.
