An update: it only seems to not send mail if there was some sort of error
in the submission which causes a rejection.  For example:

UPDATE FAILED: [aut-num] AS65001
aut-num:            AS65001
as-name:            MEEP

tech-c:             See MAINT-AS65001
import:             from AS65001:AS-PEERS  accept ANY
export:             to AS65001:AS-PEERS  announce AS65001:AS-PEERS
export:             to AS21632  announce ANY
export:             to AS6557  ANY<?>
mnt-by:             MAINT-AS65001
changed:            dmiller@mainexp.net 20011028
source:             MEEP
#ERROR: 9: export: Syntax error

The last export line, of course, causing the problem.


This is quite painful - it's the errors that I really need to see, not the
successful submissions.

BTW, how does irr(_rpls_)_submit deal with the email wrapper?  If I try to
simulate the problem by saving the email message and piping it in it
chokes on all the email headers.
