email notifications?

I seem to be having a very weird occurence bringing up a new IRRd server.
When submitting changes with an override: name password at the end of the
object:
The change occurs properly
The mnt-nfy address is sent mail regarding the change.
OTOH, when submitting an identical change via email:
The change occurs properly
No email notifications are sent anywhere
Is this a setup issue on my part, improper data in the database, or a
buglet?
FYI, I'm running 2.1.3 on FreeBSD 4.4-R.
