access-lists in 1.1

I've installed what I think is version 1.1 on a bsdi 4.0 system. The
daemon dies with the following in the config file:
access-list 10 permit 209.176.174.0 refine
Here is from the log file:
Dec 20 16:02:56 [10] *ERROR* IRRD Unrecognized Command: access-list 10 permit 209.176.174.0 refine
Dec 20 16:02:56 [10] *ERROR* IRRD CONFIG ERROR at line 45
Dec 20 16:02:56 [10] access-list 10 permit 209.176.174.0 refine
Also, the log file gets created at each instance of the daemon rather
than continuing from instance to instance. Is this the normal behavior?
