I tried building IRRd on a FreeBDS 2.2.7 and also had compile problems.
So I tried our newest IRRd version and it compiled without
error. As it turned out there was a problem in autoconf that
was causing the compile error.
So I have put out a new source code version for you:

I have tested it and it builds without problems. Just
download and upack the distribution, cd to ~irrd and type
'./configure' and 'make' and you will find an irrd
binary in ~irrd/programs/IRRd.
I am sorry about the problems you encountered and wish to help
you. If you have any questions about how to initialize the
irrd.conf file or anything else please let me know. There is also
documentation at http://www.merit.edu/radb/irrd/ you might find
helpful. Let me know how things turn out.
